The Aims and Aspirations of the N.A.Y.F.L. on a National level.

  • To represent the wishes of the Youth Football movement in England.

  • To act as a representative voice with the professional representatives of football in England.

  • To work together with the Football Association towards improving youth football levels in England in pursuance of the betterment of the professional game in both the short as well as the long term.

  • To represent at all times the rights of all Youth footballers, most of whom will not fulfill professional status; in pursuance of the game of Youth Football at a high level.

  • To ensure that all young footballers play organised, disciplined football.

  • To work towards a time when Youth Football will be available to all who want to play irrespective of their ability to pay the escalating costs many small football clubs are now faced with.

  • We envisage a time when Youth Football is so well organised that finances will subsidise play.

  • To work with the Football Associations towards appreciation of many of the many points that are made towards improving young footballers appreciation of the game.

CONSTITUTION & RULES (Adopted 2nd. May 1996)

1.                      Name


The name of the Association shall be “National Association of Youth Football Leagues”.

2            Affiliation

The Association shall seek to affiliate to the Football Association.

 

3            Objects

It is clear that the commitment and dedication of all those involved in Youth Football knows no bounds. It is that commitment and dedication to the welfare of young people playing properly organised, disciplined and affiliated football that we seek to protect. We also seek to protect above all else the right of young people to choose what type of football they want to play, and not have the wishes of others imposed upon them.”

 

4            Membership

Membership is open to Youth Football Leagues.

 

5            Fees

The rates of the fees shall be determined at the Annual General Meeting of the Association.

Fees will become payable by the 31st. March each year.

6            Management Committee

Composition:

The Association shall be managed by a  Management Committee, the members of which may be the Chairman, Vice-Chairman, Trustees, Secretary, Assistant Secretary, Treasurer and two others not holding office.

Powers:

The Management Committee shall be empowered to:

  1. Co-opt members and fill casual vacancies on the Management Committee and appoint Sub-Committees.

  2. Make recommendations and rules to members in accordance. With the Constitution, which shall be operative until ratified by the members at a General Meeting of the Association.

  3. Deal with matters not otherwise provided for in the Constitution.

  4. To promote the aims of the Association.

Duties:

It shall be the duties of the Management Committee to:

  • Manage the Association in accordance with the Constitution.

  • Pursue the objects of the Association.

  • Raise and apply funds for the Association in pursuit of the objects of the Association.

Meetings:

  • The Management Committee shall meet at such time as it may be deemed necessary, but not more than two monthly intervals.

  • A quorum at such meetings shall be three members of the Committee.

  • Minutes shall be taken of the proceedings at the meetings of the Management Committee, which shall be confirmed at and signed by the Chairman of the following meeting of the Management Committee and when so confirmed shall be concluded as to all matters therein recorded and purported to have taken place.

  • The attendance of Committee Members at meetings shall be reported at the Annual General Meeting of the Association.

  • A resolution in writing signed by all of the members of the Management Committee for the time in England shall be valid and effected as if it had been passed at a meeting of the Management Committee. 

7.  General Meetings

  1. The Annual General Meeting of the members shall be held in June of each year, and shall be called by not less than twenty one days notice in writing.

  2. An extraordinary General Meeting of the members may be called by not less than twenty one days notice in writing, (1) at the request of the Management Committee or (2) upon written request from twenty five members, eligible to vote, being deposited with the Secretary, who shall call such meeting within twenty one days of the receipt of such a request. The notice to members calling an extraordinary General Meeting shall state any resolutions to be proposed or other business to be dealt with at the meeting.

  3. A quorum at a meeting of the Association shall be twenty five per cent of members eligible to vote.

  4. A member of the Association shall be eligible to vote at a General Meeting of the members of the Association if he or she or they have paid their subscription fee.

  5. A resolution to alter the Constitution of the Association or to dissolve the Association shall be passed on receiving the support of not less than two thirds of the members eligible to vote, who are present and vote on the resolution. Any other resolution shall be passed by a simple majority of members, eligible to vote, who are present and vote on the resolution. The Chairman of the Management Committee shall have a second or casting vote in respect of any resolution not determined by the votes counted.

  6. Alteration to Rules - The Association Rules cannot be altered, except at the Annual General Meeting, when 28 days notice must be given in writing to the General Secretary by any League proposing such alteration. All such proposals must be seconded by another League. 

Matters to be dealt with at the Annual General Meeting of the Members of the Association shall be:

  1. To confirm the minutes of the previous Annual General Meeting.

  2. To receive, consider and adopt the Annual Reports of the members of the Management Committee.

  3. To receive, consider and adopt the audited accounts of the Association for the preceding financial year.

  4. To elect members of the Management Committee. Nominations for election shall be delivered in writing to the Secretary not later than twenty eight days prior to the date of the Annual General Meeting and shall bear the agreement of the nominee to his or her nomination for a stated office on the Committee. In exceptional circumstances, and at the Chairman’s discretion, nominations may be accepted on the day.

  5. To fix the rates of subscriptions for the current year.

  6. To appoint the Auditors for the current year. The retiring Auditors may be re-appointed but a member of the Management Committee may not take the office of Auditor.

  7. To consider any other business appropriate to an Annual General Meeting.

History

START OF THE NAYFL February 1995

A group of dedicated individuals formed themselves together as the Save Our Soccer Action Group when they became aware that the Football Association were considering an amendment to Rule 21(a) (iii) following recommendations from the Football Association’s Instructional Committee.

A well-publicised and good-natured demonstration was held outside the Football Association headquarters in Lancaster Gate.

During the peaceful demonstration a small delegation met with Terry Venables who was generally sympathetic to the case, especially in relation to a total lack of consultation.

April 1995

The National Association of Youth Football Leagues was formally moved as a representative body for Youth Football in the United Kingdom.

November 1995

National association of Youth Football Leagues was formed at an inaugural meeting in London in Support of the Save Our Soccer group

June 2001

Tony Pickerin, FA Head of Education and Child Protection attended the AGM at Cheltenham Town. He addressed the membership on the changes to the child protection procedures. During this year representatives of the NAYFL served on a number of working parties at the FA dealing with plans for Charter Standard for clubs and the development of mini soccer. Members of the NAYFL attended various FA conferences including the Child Protection Goal conference held at Derby County FC. 

July 2002

Les Howie, Club development officer for the FA attended the AGM at Tamworth. He addressed the membership on the plans for introducing Charter Standard for clubs and developing Charter Standard for leagues. During this year representatives of the NAYFL served on additional working parties dealing with further plans for developing the small sided game and a new level one coaching award. Members of the NAYFL attended various FA conferences including the Child Protection Goal conference held at Derby County FC.

June 2003

The AGM was held in the North West and representatives from member leagues heard reports of the working party representatives. It was agreed that the 'joined up thinking' and mutual co-operation with The FA had assisted in the introduction of many initiatives that has been beneficial to the game at junior level. To this end members were to attend various discussion groups to consider changes to mini-soccer within England. It was agreed that we would continue to pursue the original aims of the association, in that changes should be agreed and not enforced.
